Such problems are responded to by the community's existing social and health institutions.

Such a pattern, which takes into account both the quantity consumed and the frequency at which it is consumed, has been called the "quantity frequency of consumption" (Cahalan, Cisin & Crossley, 1969; Cahalan & Room, 1974).
