Laudan replies to this that, intuitively, norms can, if justified, explain why theories work; and that otherwise the question of which comes first, norms or theories, is like the proverbial 'chicken-andegg' (Laudan 1996: 164-5). Now I think Laudan is right that norms, as he conceives of them, can explain why theories are chosen. However, this does not mean there is no meaningful issue as to which is prior. Indeed, a simpler point than Rosenberg's is just this: since hypothetical norms are justified on the basis of empirical connections between means and ends, why not just stick with claims about these empirical connections and jettison the norms?
