But the issue is more complex than that—during a given presidential tenure negotiating teams have often changed because of political maneuverings that have nothing to do with the peace process. The Pastrana government had a time limit of four years, while both guerrilla groups had existed since the 1960s. The government stated that the dif¤culties inherent to complex processes such as this should not hinder the normal development of the Pre-Agreement Document, in whose full compliance the government reiterated its political commitment.
