The individual-based approach to the resolution of ethnic conﬂict is the simpler of the two approaches. Associated with a regime type known as liberal democracy, an individual-based approach argues that in all societies, homogenous and heterogeneous, ethnically divided or uniﬁed, all individuals must be treated as equal.
