One hundred and ten years later, while the official position is now (ambivalently) negative in its attempts to regulate both the personal use of and trade in drugs, those puritanical and medical discourses still thrive – but now alongside a libertarian popular culture which celebrates drug use. Using official and popular texts, this chapter suggests that both positive and normalised views of illegal substance use and opposition thereto are deeply ingrained in popular culture – which is precisely why no consistent and effective regulatory move in any direction is possible.
